			<content:encoded><![CDATA[<table class="ec3_schedule"><tr><td colspan="3">February 1, 2012</td></tr></table><p>The SEALING project Final Review meeting has been successfully held today in Brussels, Belgium at the European Commission following the 9th SEALING Consortium meeting organized the day before at Brussels’ Novotel Grand Place.</p>
<p>Both meetings benefited from the presence of partners from Europe (SIGMA), The Philippines (ASTI), Singapore (A*STAR/I2R), Thailand (NECTEC/NSTDA), Myanmar (UCSY), Malaysia (MDEC) and Brunei (UBD) and allowed a thorough review and discussion of all SEALING project activities, results and sustainability. The main subject of the discussions concerned the final version of the project core document being the “Mapping priorities of cooperation in ICT research between Europe and Southeast Asia” and the opportunities for EU-Southeast-Asia cooperation in the future.</p>
<p>The SEALING partnership presented in particular a sustainability plan based on a shared determination to continue developing activities in the months and years to come, despite the formal end of the SEALING project. This sustainability plan is available <a href="http://eurosoutheastasia-ict.org/files/2012/01/SEACOOP_sustainability-plan_2011.pdf" target="_blank">here</a>.</p>

			<content:encoded><![CDATA[<p>The SEACOOP consortium has unveiled the final version of its core report entitled “Mapping priorities of cooperation in ICT research between Europe and Southeast Asia”, identifying the priorities in terms of ICT policy and research in Southeast Asia.</p>
<p>This report is mapping these priorities with the ones of the EU (particularly the FP7 programme) and includes recommendations on short to long-term opportunities to strengthen cooperation links between the two regions in a spirit of mutual and strategic interest.</p>

			<content:encoded><![CDATA[<p>Following our 6<sup>th</sup> SEACOOP Cooperation Forum held in Yangon, Myanmar on Oct. 25, 2011, the SEACOOP partnership is pleased to announce the release of a public document detailing the policies, programmes, and mechanisms that the European Commission, the ASEAN Secretariat and other international organizations offer to support the strengthening of cooperation in ICT between Europe and Southeast Asia.</p>
<p>This booklet addresses an issue often faced when tackling the development of S&amp;T cooperation in ICT between Europe and the ASEAN region (or other countries and regions of the world such as India and China, Africa or Latin America). The region is quite diverse in terms of development level and benefits from a quick economic development. Therefore, envisioning research cooperation under FP7 may appear as inappropriate or premature in some cases, while other European funding mechanisms (particularly those focusing on ICT for development) may be suited, and may even support a transition period towards cooperation on advanced research.</p>
<p>It is therefore necessary to “bridge the gap between ICT research and ICT for development”, and be able, when addressing S&amp;T cooperation in ICT between the two regions, to introduce to the ASEAN stakeholders the wide spectrum of policies, programmes, and mechanisms which the European Commission, in liaison with the ASEAN Secretariat and other institutions can offer to ASEAN stakeholders, in order that the greatest number of links can be established and smoothly develop.</p>

<p>Based on the project main achievements until the end of 2011 and considering the promising perspectives for the future, it is important that the momentum and assets of SEACOOP can be maintained and further developed in the coming months.</p>

			<content:encoded><![CDATA[<table class="ec3_schedule"><tr><td class="ec3_start">February 28, 2012 5:00 pm</td><td class="ec3_end">toFebruary 29, 2012 5:00 pm</td></tr></table><p>The Tenth International Conference on Computer Application (ICCA 2012), organized by University of Computer Studies, Yangon under the supervision of the Ministry of Science and Technology of Myanmar, will be held on <strong>February 28-29, 2012 </strong>at Sedona Hotel, Yangon.</p>
<p>ICCA 2012, the tenth in the series that has been held annually since 2003, will bring together leading engineers and scientists in computer and information technology from around the world. The conference offers an excellent opportunity to learn and share the latest developments to interact with leading experts in the field. ICCA 2012 will particularly aim at strengthening collaboration between research laboratories and universities.</p>
<p>Original papers on all aspects of computer application are solicited for submission to the conference. Topics of interest for submission are listed on the event webpage.</p>
<p>The 2<sup>nd</sup> joint workshop for natural language processing and speech recognition will be held together with ICCA 2012. This event is the result of the combined efforts between two universities; University of Computer Studies, Yangon, Myanmar and Waseda University, Japan.</p>

			<content:encoded><![CDATA[<p>The Southeast Asia – Europe Year of Science and Technology 2012, an official year of Southeast Asian &#8211; European scientific partnership, has been launched in November 2011 by the <a href="http://www.sea-eu.net/" target="_blank">SEA-EU-NET project</a>.</p>
<p>The Year of S&amp;T 2012 will coordinate joint scientific and technological events, establish a platform for the mobility of ideas and researchers between Southeast Asia and Europe, strengthen the political dialogue between the two regions in support of S&amp;T cooperation and increase awareness, especially amongst young scientists, of the importance of Southeast Asian – European S&amp;T cooperation. SEA-EU-NET is the driving force behind the initiative but encourages other organisations to get involved.</p>

			<content:encoded><![CDATA[<table class="ec3_schedule"><tr><td colspan="3">October 26, 2011</td></tr></table><p>The SEACOOP coordinator has been invited today to contribute to the “European Union Research and Scholarship Workshop” organized by the European Commission and the Ministry for Education, Myanmar, on October 26 and 27 at the Traders Hotel in Yangon. The event was focused on the Erasmus Mundus mobility and scholarship programme of the European Commission and attracted over 120 participants, including representatives from European Embassies to Myanmar (France, Germany, UK) and from many Yangon faculties (rectors, professors, students). In the presentation he had prepared for this workshop (available <span style="text-decoration: underline"><a href="http://eurosoutheastasia-ict.org/files/2011/11/SEACOOP_Insights_FP7.pdf" target="_blank">here</a></span>), Roger Torrenti, CEO of Sigma Orionis, SEACOOP coordinator, addressed “Why and how to be involved in EU-funded ICT research projects” and insisted on the opportunity to take advantage of mechanisms such as Erasmus Mundus in order to establish or reinforce links between research laboratories from both regions which is often a first step before cooperation projects involving these laboratories can effectively develop. The event aimed at strengthening links with Myanmar at a period when the country enters into a promising period of economic and social development. Its main objective was however to go beyond the key SEACOOP message to Southeast Asian stakeholders “Get involved in FP7 proposals” in order that the greatest number of links can be established and smoothly develop, through the wide spectrum of policies, programmes, and mechanisms which the European Commission, together with the ASEAN Secretariat and other institutions can offer.</p>
<p>Over 140 delegates have attended this event and contributed to a thorough exchange of information and experience between stakeholders from Europe and from the ASEAN region (and from international organizations) involved in activities aiming at strengthening S&amp;T cooperation in ICT, or cooperation in ICT more generally, between the two regions. To summarize the outputs of the event, a public document detailing the policies, programmes, and mechanisms that the European Commission, the ASEAN Secretariat and other international organisations offer to support the strengthening of cooperation in ICT between Europe and Southeast Asia will be released by the SEACOOP partnership before the end of 2011. <p><span style="font-size: x-small"><span style="font-size: small">These meetings have been attended by at least one representative from each SEACOOP partner and by three representatives from the SEACOOP Advisory Committee. The meeting allowed a thorough review and discussion of all SEACOOP project activities and opportunities to date. </span></span><span style="font-size: x-small"><span style="font-size: small">The effective discussion was concluded by a number of decisions and by the detailed to-do-list (available in the restricted area of this website </span><span style="font-size: small"><a href="http://eurosoutheastasia-ict.org/project-ressources/restricted-area/">here</a></span><span style="font-size: small">). </span></span></p>
<p><span style="font-size: x-small"><span style="font-size: small">Among the topics that have been throughly discussed, we can notice the presentation made by the research incubator based in Singapore, on short to medium term opportunities of collaboration between the two regions. These incubation activities include three e-use cases on e-learning, e-disaster and e-tourism, a set of possible projects (Machine translation, READI facility), and other possible projects for upcoming calls.
