			<content:encoded><![CDATA[<p style="text-align: justify">Concluding with the final event of the ASEAN-EU Year of Science, Technology and Innovation, the first SEA-EU-NET project ended in December 2012. The event was held back to back with the Kick of its successor project, SEA-EU-NET2. This successor project will take bi-regional cooperation to a higher level.</p>
<p style="text-align: justify">SEA-EU-NET 2 will build upon and leverage strong EU-SEA S&amp;T relationships developed through past support and coordination actions, to deepen engagement and build momentum in S&amp;T cooperation. It broadens the scope of EU-SEA cooperation through stimulating sustainable innovation collaborations.</p>
<p style="text-align: justify">SEA-EU-NET 2 will serve as a platform for all stakeholders across governments, funders, practitioners, and the private sector, to ensure a complete and integrated approach to developing sustainable STI collaboration to jointly tackle targeted three societal challenges being Health, Food security and safety and Water Management.</p>

			<content:encoded><![CDATA[<table class="ec3_schedule"><tr><td colspan="3">December 12, 2012</td></tr></table><p>The Closing Event of the ASEAN-EU Year of Science, Technology and Innovation 2012 (YoSTI2012), will take place in Brussels/Belgium on Wednesday, 12 December 2012.</p>
<p>The aim of the YoSTI 2012 is to highlight, promote and extend the reach of scientific cooperation between Europe and ASEAN. By focusing on topics of strategic importance to both regions as well as being of global relevance, the Year is generating greater impact and higher visibility of S&amp;T cooperation between ASEAN and Europe (<a href="http://www.yearofscience2012.com/" target="_blank">www.yearofscience2012.com</a>).</p>
<p>During the half-day event the outcomes of the YoSTI2012 and the next steps in the EU-ASEAN S&amp;T cooperation will be discussed. High Level Policy Makers from EU and ASEAN as well as researchers, research managers and members of key research institutions will assess how the highest synergies in ST&amp;I between the EU and the ASEAN region can be created. To highlight the importance of researcher mobility as a key element to foster research cooperation this closing event will also showcase Marie-Curie Fellows from ASEAN countries to share their perspectives and experiences in EU-ASEAN ST&amp;I cooperation.</p>
<p>The event is organised and facilitated by the SEA-EU-NET project (<a href="http://www.sea-eu.net/" target="_blank">www.sea-eu.net</a>).</p>

			<content:encoded><![CDATA[<table class="ec3_schedule"><tr><td colspan="3">September 8, 2012</td></tr></table><p style="text-align: justify">The <a href="http://www.aseansec.org/" target="_blank">ASEAN Secretariat</a> in cooperation with the European Union, through the Regional EU-ASEAN Dialogue Instrument (<a href="readi.asean.org" target="_blank">READI</a>) Facility, organized a workshop on ‘Voice and Data Roaming in ASEAN’ on 8 September 2012 in Hanoi, Vietnam, in conjunction with the Special TELSOM meeting.</p>
<p style="text-align: justify">The workshop aimed to provide ASEAN regulators with the opportunity to better understand the approach taken by the European Union in reducing mobile roaming charges among EU members. The focus was on exchanging information on the markets for mobile roaming services, looking at options aimed at increasing transparency in roaming charges, as well as options for possible wholesale and retail interventions in a cross-border dimension.</p>
<p style="text-align: justify">The workshop was attended by more than 40 delegates from 12 countries from both the EU and the ASEAN region and reached the conclusion that National regulators need to continue to enhance transparency measures for International Mobile Roaming (IMR) and to facilitate the necessary cross border coordination for addressing roaming pricing disparities.</p>

			<content:encoded><![CDATA[<p style="text-align: justify">The<strong><strong> </strong></strong><a href="http://www.aseansec.org/" target="_blank">ASEAN</a> in cooperation with the European Union launched, last July 3, 2012, the first ASEAN Spectrum Policy Forum (ASPF) workshop addressing “band plans and licensing for mobile broadband” in Sihanouk Ville, Cambodia, facilitated by the Regional EU-ASEAN Dialogue Instrument (READI).</p>
<p style="text-align: justify">Attended by over 60 delegates ASEAN and EU, the workshop welcomed the attendance of H.E Mr. Mao Chakrya (Director General of Posts and Telecommunications Department, <a href="http://www.mptc.gov.kh/" target="_blank">Ministry of Post and Telecommunications</a>, Kingdom of Cambodia), Mr. Hj Jailani Buntar (Chairman of the ATRC, Brunei Darussalam), representatives of the ASEAN Secretariat, and Mr. Christophe Forax (Regional Counselor for ICT, <a href="http://eeas.europa.eu/delegations/singapore/index_en.htm" target="_blank">European Union Delegation</a>, Singapore).</p>
<p style="text-align: justify">At this first ASPF workshop, participants set out the reporting scheme and ASPF work plan in conjunction with the EU for the period 2012-2015. The ASPF proposed to undertake further work to prepare a recommendation as well as considering the possibility of agreeing a mandated timescale for implementation.</p>

			<content:encoded><![CDATA[<p style="text-align: justify">The TEIN3 initiative has successfully organised (with a support of  Sigma Orionis) a series of workshops aimed at promoting the TEIN3  advanced research and education network for Asia-Pacific for  stakeholders involved in research and education in three countries:  Myanmar, Lao and Cambodia from May 23 to 28, 2012.</p>
<p style="text-align: justify">The main objective of these workshops was to support the efforts of  TEIN3 to establish and develop RENs, reinforce its relationship with  local NRENs, promote the connection of RENs to TEIN3, convince local  research and education communities of the potential of TENs, and finally  pave the way for next steps in the cooperation process between TEIN3/4  in each of the three target countries.</p>
<p style="text-align: justify">These workshops, with a total participation of more than 400  attendees, represented a significant opportunity for key local  stakeholders to meet and discuss with existing NRENs in other countries  on how to further develop the national education and research network in  these three countries.</p>

			<content:encoded><![CDATA[<p style="text-align: justify">The new call for applications for 2012 ISIF Awards and Grants is now open for 2012.</p>
<p style="text-align: justify">The Information Society Innovation Fund (ISIF) is a grants and awards program that aims to stimulate creative solutions to ICT needs in the Asia Pacific region.</p>
<p style="text-align: justify">ISIF Grants and Awards are given on the basis that they align with the funding categories and eligibility criteria in one of the following areas:</p>
<ul>
<li>Innovation on access provision</li>
<li>Innovation on learning and localization</li>
<li>Code for the common good</li>
<li>Rights</li>
</ul>
<p style="text-align: justify"><strong>Grants:</strong> Project teams chosen to receive a 2012 ISIF Grant will receive up to AUD 30,000. Candidate projects will be implemented in a period of six to twelve months. More information on grants <a href="http://isif.asia/grant" target="_blank">here</a>.</p>
<p style="text-align: justify"><strong>Awards:</strong> Projects that have already been implemented, or are in the final stages of implementation, may be nominated for an ISIF Award. 			<content:encoded><![CDATA[<p style="text-align: justify">SEACOOP Project Coordinator, Sigma Orionis, will be part of the team of key experts who will provide, over the next 4 years, technical assistance to the Regional EU-ASEAN Dialogue Instrument (READI) Facility, under the <a href="http://ec.europa.eu/europeaid/" target="_blank">EuropeAid</a> program.</p>
<p style="text-align: justify">READI aims at the development of concrete action plans for integration as well as support for the implementation of action plans, an improved institutional capacity of the ASEAN to support the integration process, and an extended and strengthened ASEAN-EU network in areas of relevance to the ASEAN&#8217;s priorities. READI will provide expertise in the field of Energy, ICT, S&amp;T and Disaster Management.</p>

			<content:encoded><![CDATA[<table class="ec3_schedule"><tr><td colspan="3">February 1, 2012</td></tr></table><p>The SEALING project Final Review meeting has been successfully held today in Brussels, Belgium at the European Commission following the 9th SEALING Consortium meeting organized the day before at Brussels’ Novotel Grand Place.</p>
<p>Both meetings benefited from the presence of partners from Europe (SIGMA), The Philippines (ASTI), Singapore (A*STAR/I2R), Thailand (NECTEC/NSTDA), Myanmar (UCSY), Malaysia (MDEC) and Brunei (UBD) and allowed a thorough review and discussion of all SEALING project activities, results and sustainability. The main subject of the discussions concerned the final version of the project core document being the “Mapping priorities of cooperation in ICT research between Europe and Southeast Asia” and the opportunities for EU-Southeast-Asia cooperation in the future.</p>
<p>The SEALING partnership presented in particular a sustainability plan based on a shared determination to continue developing activities in the months and years to come, despite the formal end of the SEALING project. 			<content:encoded><![CDATA[<p>The SEACOOP consortium has unveiled the final version of its core report entitled “Mapping priorities of cooperation in ICT research between Europe and Southeast Asia”, identifying the priorities in terms of ICT policy and research in Southeast Asia.</p>
<p>This report is mapping these priorities with the ones of the EU (particularly the FP7 programme) and includes recommendations on short to long-term opportunities to strengthen cooperation links between the two regions in a spirit of mutual and strategic interest.</p>
